Umatilla/Morrow County Community Corrections is releasing the following information pursuant to Oregon Revised Statute 181.586 & 181.587 and the United States Supreme Court decision in Connecticut Dept. of Public Safety v. Doe (2003) which authorizes law enforcement agencies to inform the public of a sex offenders release when the release of information will enhance public safety and protection. Prior to any notification, it is determined by this office and the sex offender treatment provider whether the release of information would substantially interfere with the treatment or rehabilitation of the supervised offender.

The sex offender has advised Umatilla/Morrow County Community Corrections office that he will be living at the location listed below. THIS OFFENDER IS NOT WANTED BY THIS AGENCY OR THE POLICE AT THIS TIME.

Sex offenders have always lived in our communities; with the passage of the Community Protection Act of 1990 (which mandates sex offender registration) we are able to provide this flyer. Abuse of this information to threaten, intimidate or harass registered sex offenders will not be tolerated. Further, such abuse could potentially end our ability to do community notifications. We believe the only person who wins if community notification ends is the sex offender, since they derive their power through secrecy. This notification is not intended to increase fear; rather, it is our belief that an informed community is a safe community.
