CALL TO ORDER:
Commissioner Givens
called the meeting to order at 1:30 p.m.
There were no abstentions or objections to the jurisdiction
of the Board of Commissioners.
NEW HEARING:
Plan Amendment Request #P-099, New
Hope Community
Church Applicant and
Owner. Request is to amend the
Comprehensive Plan designation from urbanizable to urban and to rezone the
property from Future Urban (FU-10) to Multi-family Residential (R-3). Property is located on the west side of
Highway 395 within the Hermiston Urban Growth Boundary just south of the
existing city limits. Applicable
criteria of approval include Umatilla County Development Code Section
152.751-152.753 and the Comprehensive Plan.
Staff Report: Tamra
Mabbott, Planning Director explained the
request. The City has already acted and
approved the request. County Council has
drafted an Ordinance for Board adoption.
Commissioner Doherty asked for clarification about the map
and the area in the city limits. Ms.
Mabbott called in County
Cartographer, Julie
Alford to clarify the areas within the UGB
and city limits.
Applicant
Testimony: Dave
Wright (32601
Baxter Rd, Hermiston, OR,
97838) was present on behalf of
New Hope Community
Church.
Ms. Mabbott
noted that the next step is annexation. Access
is from the State Highway
and there are no abutting county roads.
Mr. Wright
added that the reason for annexation is because they intend to add on
classrooms and need connection to city services. Commissioner Doherty asked if the church is allowed
in the R-3 zone. Doug
Olsen explained that has to be allowed
according to State Statute. Mr.
Wright noted they requested R-3 based on the
recommendation of the City of Hermiston.

Hearing Closed;
Deliberation and Decision: In
the matter of co-adopting City of Hermiston Ordinance No.
2155 amending City of Hermiston Comprehensive Plan to convert lands from
urbanizable to urban status and Plan Map designation for property owned by New
Hope Community Church, Commissioner Doherty moved approval of Ordinance
2009-06. Commissioner Givens
seconded. Motion carried.
