Planning Ordinances - An Exhaustive Listing

Ordinances dealing with Land Use Planning has been adopted over the years to implement and update land use regulations.  The process for adopting land use oriented ordinances by the Board of County Commissioners is well outlined and is a public process.  Notices, minutes and other related materials can also be found in the Planning department archives.  Not all ordinances are shown below, but scanning is still underway.

1983

Ordinance 83-4, adopted  by the County Board of Commissioners on May 9, 1983.  This ordinance amended previous versions of the Umatilla County Development Code.

Ordinance 83-5, adopted  by the County Board of Commissioners on August 9, 1983.  This ordinance amended previous versions of the Umatilla County Development Code.


1984

Ordinance 84-3, adopted  by the County Board of Commissioners on June 27, 1984.  This ordinance amended previous versions of the Umatilla County Development Code.



1985

Ordinance 85-7,  adopted  by the County Board of Commissioners on June 27, 1984.  This ordinance amended previous versions of the Umatilla County Development Code.



1987

Ordinance 87-1, adopted  by the County Board of Commissioners on March 19, 1987.  This ordinance amended previous versions of the Umatilla County Development Code.

Ordinance 87-12, adopted  by the County Board of Commissioners on December 2, 1987.  This ordinance amended previous versions of the Umatilla County Development Code with changes specifically to signs, dog kennels and home occupation permits.

Ordinance 87-13, adopted  by the County Board of Commissioners on December 2, 1987.  This ordinance amended previous versions of the Umatilla County Development Code with changes to the Goal 5 portion of the plan.

1993

Ordinance 93-01, adopted  by the County Board of Commissioners on April 7, 1993.  This ordinance amended previous versions of the Umatilla County Development Code.

Ordinance 93-03, adopted  by the County Board of Commissioners on June 3, 1993.  This ordinance amended previous versions of the Umatilla County Development Code dealing with Type IV Land Divisions of 80 acres or larger and the survey requirements.

2000

Ordinance 2000-02, adopted  by the County Board of Commissioners on April 11, 2000.  This ordinance co-adopted the City of Pendleton Ordinance 3612.

Ordinance 2000-04, adopted  by the County Board of Commissioners on July 27, 2000.  This ordinance amended previous versions of the Umatilla County Development Code.

Ordinance 2000-10, adopted by the County Board of Commissioners on October 18, 2000. This ordinance amended previous versions of the Umatilla County Development Code.

2002

Ordinance 2002-01,  adopted by the County Board of Commissioners on August 14, 2002. This ordinance amended previous versions of the Umatilla County Development Code with specific changes to the Airport Overlay Zones.

Ordinance 2002-02, adopted by the County Board of Commissioners on May 20, 2003. This ordinance added Wind Power Generation Facility siting requirements.

Ordinance 2002-08, adopted by the County Board of Commissioners on August 14, 2002. This ordinance amended previous versions of the Umatilla County Development Code to implement  the Transportation System Plan .

2003

Ordinance 2003-01, adopted by the County Board of Commissioners on January 9, 2003 for a Goal 3 Exemption  to allow a school, church and other non-farm buildings and dwellings on acreage of high value soils for the Hutterian Brethren.  The zoning remains EFU with a Limited Use (LU) Overlay.

Ordinance 2003-02, adopted by the County Board of Commissioners on March 11, 2003.  This ordinance amended Ordinance No. 83-04, codified in Chapter 1152, County Land Development Ordinance for Home Occupations in EFU Zones.

Ordinance 2003-03, adopted by the County Board of Commissioners on June 30, 2003 to amend the Comprehensive Plan and add a site to the Goal 5 Aggregate Resource Inventory.

Ordinance 2003-04, adopted by the County Board of Commissioners on March 31, 2003 to co-adopt the CITY OF PILOT ROCK Ordinance No. 498 dealing with the Permanent Open Space Zone.

Ordinance 2003-05, adopted by the County Board of Commissioners on March 31, 2003 to co-adopt the CITY OF PENDLETON Ordinance No. 3481, 3556, 3570, 3575, 3576, 3580, 3584, 3587, 3592, 3615, 3617, 3652, 3657, 3664.

Ordinance 2003-08, adopted by the County Board of Commissioners on June 30, 2003 to amend the Comprehensive Plan and add a site to the Goal 5 Aggregate Resource Inventory.

Ordinance 2003-09, adopted by the County Board of Commissioners on January 14, 2004 to amend the Umatilla County Transportation System Plan and Comprehensive Plan for Westland Road/I-84/I-82 Interchange Area.

Ordinance 2003-10, adopted by the County Board of Commissioners on August 14, 2003 to amend Ordinance No. 83-04, codified in Chapter 152, County Land Development Ordinance, for Unincorporated Community Zone Minimum Lot Size.

Ordinance 2003-14, adopted by the County Board of Commissioners on September 22, 2003 to amend Ordinance No. 83-04, codified in Chapter 152, County Land Development Ordinance, to amend the Aggregate Resource Overlay Zone..

2004

Ordinance 2004-03, adopted by the County Board of Commissioners on January 28, 2004 amends the Comp Plan adding a site to the Goal 5 Aggregate Resource Inventory for Forth/Barnhart Rock, Inc.

Ordinance 2004-04, adopted by the County Board of Commissioners on February 23, 2004 amending the Comp Plan and  adding a site to the  Goal 5 Aggregate Resource Inventory for Gass/McDaniels.

Ordinance 2004-05, adopted by the County Board of Commissioners on February 23, 2004 amending the Comp Plan and  adding a site to the  Goal 5 Aggregate Resource Inventory for Wachter/Seubert Excavators.

Ordinance 2004-08, adopted by the County Board of Commissioners on April 30, 2004 amending the Comp Plan and  adding a site to the  Goal 5 Aggregate Resource Inventory for Konen Rock Products, Inc.

Ordinance 2004-09, adopted by the County Board of Commissioners on April 21, 2004 amending the Comp Plan and  adding a site to the  Goal 5 Aggregate Resource Inventory for Schoening/Jellum.

Ordinance 2004-11, adopted by the County Board of Commissioners on June 30, 2004 amending the Comp Plan and  updating population based on Office of Economic Analysis.

Ordinance 2004-13, adopted by the County Board of Commissioners on August 17,  2004 amending the County Development Code implementing the Rural Residential 10 Zone.

Ordinance 2004-18, adopted by the County Board of Commissioners on December 01, 2004 amending the County Development Code implementing process for Claims Submitted Under Oregon Revised Statute Chapter 197 as Amended by Ballot Measure 37 Passed November 2, 2004.

Ordinance 2004-19, adopted by the County Board of Commissioners on January 25, 2005 amending the County Comp Plan to include Goal 3 Exception Justification for Non Resource Land for Perkins.

2005

Ordinance 2005-02, adopted by the County Board of Commissioners on January 5, 2005 amending the County Development Code implementing a number of changes to the EFU Zone.

Ordinance 2005-05, adopted by the County Board of Commissioners on December 01, 2004 amending the County Development Code implementing process for Claims Submitted Under Oregon Revised Statute Chapter 197 as Amended by Ballot Measure 37 Passed November 2, 2004.

Ordinance 2005-09, adopted by the County Board of Commissioners on October 13, 2005. This ordinance amended previous versions of the Umatilla County Development Code with specific changes Goal 14 provisions in rural zones.

Ordinance 2005-13, adopted by the County Board of Commissioners on May 5, 2005. This ordinance amended previous versions of the Umatilla County Development Code with specific changes to address Goal 14 and create a rural heavy industrial zone.

Ordinance 2005-17, adopted by the County Board of Commissioners on October 13, 2005. This ordinance amended previous versions of the Umatilla County Development Code with specific changes to the provision in UCDC 152.571 to not allow multiple dwellings/structures on a parcel.

2007

Ordinance 2007-07, adopted by the County Board of Commissioners on June 6, 2007 amending the County Transportation System Plan and known as the "I-84 Barnhart Road Interchange Area Management Plan."

2009

Ordinance 2009-02 , adopted by the County Board of Commissioners on May 5, 2009, amending the County Comprehensive Plan and Zoning Map to add an aggregate site and the overlay zone to the parcel.

Ordinance 2009-06, adopted by the County Board of Commissioners on June 16, 2009; amending the County Comprehensive Plan and Zoning Map to annex a property into the City of Hermiston.

2010

Ordinance 2010-01, adopted by the County Board of Commissioners on March 11, 2010; amending the County Development Code in accordance to HB 3099.

Ordinance 2010-02, adopted by the County Board of Commissioners on June 2, 2010 amending the Fee Ordinance.

Ordinance 2010-03, adopted by the County Board of Commissioners on June 7, 2010, amending the County Comprehensive Plan to rezone a parcel from EFU to LI with a Limited Use Overlay (LI/LU) and Rural Limited Light Industrial (LRLI).

Ordinance 2010-05, adopted by the County Board of Commissioners on August 3, 2010, amending the County Development Code to implement the new FEMA Flood Insurance Study, Flood Insurance Rate Maps and update of the local  floodplain regulations..

Ordinance 2010-07, adopted by the County Board of Commissioners on October 6, 2010 amending the Aggregate Resource Inventory to add a significant site _ parcel T4N, R27E, Section 27 Tax Lots 300 & 600.

2011

Ordinance 2011-02, adopted by the County Board of Commissioners on March 17, 2011, amending the County Development Code with a number of changes during the annual update.

Ordinance 2011-03 & ORDER #BCC-2011-053,  adopted by the County Board of Commissioners on July 21, 2011 amending the Umatilla County Development Code and adding 152.020 Storage Containers.  Order #BCC-2011-053 allows for a six-month grace period for those landowners who currently have storage containers on their property to obtain a zoning permit without a $75 fee.  

Ordinance 2011-04, adopted by the County Board of Commissioners on July 6, 2011 amending the County Fee Schedule.

Ordinance 2011-05, adopted by the County Board of Commissioners on June 28, 2011, amending the County Development Code dealing with UCDC 152.616 (HHH) Commercial Wind Generation Facility siting standards.  REMANDED BY LUBA, ORDINANCE IS NOT IN EFFECT

Ordinance 2012-14, adopted by the County Board of Commissioners on September 5, 2012 amending the F-1 Zone to allow certain uses in the Hermiston UGB. a zone change for the City of Hermiston for land within the Hermiston UGB.

Ordinance 2012-15, adopted by the County Board of Commissioners on October 10, 2012 amending the County's Significant Site Inventory and adding a Small Significant Site located at 4N 27 36 700 and 800 currently owned by Dennis Ingram.

2013

Ordinance 2013-02, adopted by the County Board of Commissioners on January 29, 2013, amending the County Development Code with a number of changes during the annual update.

Ordinance 2013-06, adopted by the County Board of Commissioners on June 5, 2013, amending the County Code, Chapter 39 Fees.

Ordinance 2013-07, adopted by the County Board of Commissioners on June 13, 2013, amending the County Development Code and Zoning Map in relation to changes to the Walla Walla Levee System FIRM Panels.  The changes to the flood boundaries along the Walla Walla River also changes the Flood Hazard Overlay Zone for that area.

2014

Order - BCC-2014-031 adopted by the County Board of Commissioners on April  17, 2014, adopting the Natural Hazard Mitigation Plan completed as an update to the original plan adopted in 2009. 

Ordinance 2014-04, adopted by the County Board of Commissioners on July 2, 2014, amending the County Development Code and Comprehensive Plan in relation to the Annual Code Update.  A number of changes were presented and adopted.

Ordinance 2014-06, adopted by the County Board of Commissioners on July12 2014, amending the County Development Code and Comprehensive Plan in regards to the Umatilla Army Depot .
