Dear Community Partner,

The Umatilla County Sheriff’s Office Business "Trespass Enforcement Agreement Program" has been created to assist business property owners who are concerned about persons trespassing on their property and causing damage, committing theft, or engaging in other criminal activities. Your Sheriff’s Office wants to make every effort to help stop this kind of activity. 

Here’s how the Program works:

1. Your business property must be located in the unincorporated areas of Umatilla County or a city the Sheriff's Office contracts with to provide law enforcement services. (If your business is located within the city limits of a city with a Police Department, contact that department to find out if they have a similiar program.) 

2. Complete a Trespass Enforcement Authorization Form and Supplemental Contact Sheet.  This form requires a notarized signature from the business  owner or legal authorized representative.  (The Sheriff's Office generally has employees that are notaries in both the Hermiston and the Pendleton Office during regular business hours to notarize the agreement at no charge. Please bring government issued photo identification.)

3.  Return both completed forms to the Umatilla County Sheriff’s Office, 4700 NW Pioneer Place, Pendleton, OR 97801 (either in person or by mail).  

4.  Once received and approved, the Sheriff's Office will provide a “NO TRESPASSING” placard to you with instructions regarding where it should be posted on your property. The first placard is free. You can purchase (at cost) additional placards in various sizes if you want to post at multiple locations on your property. By completing the Trespass Enforcement Authorization Form, you will empower UCSO deputies to act on your behalf, as your “person in charge” for incidents involving criminal trespass at your property, especially after business hours. If a Umatilla County Sheriff's Office deputy sees someone on your property after hours, your authorization will enable them to investigate and make arrests on your behalf to help ensure that your property is safe and secure.

The "NO TRESPASSING" placard that you post on your property will also be a visible deterrent to persons who may be inclined to trespass on your property.     

As part of the program, you are also agreeing to return the placard(s) if: 
    a) you do not fulfill your end of the trespass agreement, which includes following through with
        prosecution in the event we make an arrest on your behalf
    b) if you withdraw your “persons in charge” authority, or
    c) if you are no longer the owner of the property

We hope this project will improve the security of your property, and ultimately, the quality of life in our county.
